Yes.

Sinbad, Solomon and David are Conceptually different from the Gods that exist beyond. Even though they can surpass them.

Technically the real gods are more like Outer Gods

Yeah, Real God also have very large quantity of Rukh. For example, Ill Ilah is the source of all Rukh in its world. That is every Rukh shown in the series
