Josh has been shown to easily be bullied by stronger members of the party.
All Sakura has to do is teleport in and start gutting him. She can bear attacks far better than Josh can- synringes will be utterly useless against Sakura, for example.
Josh also has no real way to keep Sakura away from him, so all she has to do is repeatedly teleport back in and continue stabbing. He will have a problem using devices and syringes, as she can disarm him.
So, Sakura stabs him 21 times in the chest. Vote Sakura.
