To be fair, Mamo isn't exactly "billions of years old" and managed to oppose Lupin quite effectively compared to most of his other enemies.

But anyways, voting Lupin for being a better tactician, combatant, and overall having the intelligence factor. Homer might be a competent combatant, but Lupin would probably know how to work his way through a simple combat master.

He's not in his billion's this is simply a mistranslation but he cloned himself to somewhat immortalize if memory recalls, But yeah if it already wasn't worse enough remember he managed to hold his own against Goemon?...
