I advise giving Jack another sword since his usual one will not harm a being with a noble heart (such as Luke).

Yes, he can actually harm "good" people. The sword only doesn't work when in the hands of someone bad.

That said... Jack outskills Luke, especially Empire. Although Luke can probably manage to adapt to fight Jack, and his precog those help, in the end, Jack is just insane at fighting. I think he wins even without the enchanted sword, although with a bit more diff.
