Luke wins Via Mind Manipulation, Telekinesis, Telepathy, higher AP and Force Barrier, Tsuna would have a chance if this was the Oath flame version, but as no version is specified Tsuna Ultimate dying will mode would be used, in this form Tsuna's only advantage would be his enchanced precognition and reaction.

Honestly, his mind manipulation is what grants him the win above all else. Even assuming a composite UDWM Tsuna, such that he still retains his gravity manipulation and petrification hax, he has no real level of resistance to mind manipulation. He can identify if he's in an illusion, sure, but that does not equal mind manipulation of Luke's scale. That one ability should make this a shoe in for Luke. And with speed equalized, Tsuna can't blitz and one shot him with a condensed X-Burner to his throat, or petrification with his box weapon.

I think the forms of each need to be specified, for Tsuna doesn't have a High 7-A key.
