Hulk via speed, higher regen and strength amplification via rage. Battle probably won't be too terribly long, especially with the speed difference here.

Ok then a little more favorable for luke...though I still think it'll go for banner with mid-high difficulty due to Regenerationn and strength rage amplification.
Granted I don't know how far into small building luke is so if its an AP stomp it could go to him, he just needs to knock the hulk out before he gets stronger, most likely on the first hit, because if the hulk is allowed to get any angrier its going to most certainly become an AP stomp in his favor.

Then yes, my vote is definitely for the hulk with mid-high difficulty.

Hulk throws him over the horizon due to higher lifting stregth... or beats him up for minutes until Cage dies.
Hulk has regen, so Cage won't be doing much damage.
