Luigi vs Tails

I know it's been done before on another site, but I figured just like with Gaara vs Toph, we should settle this debate.

For this fight both characters are in base form and they use items unique only to them, just like on that site.

Random encounter, with no prep time or prior knowledge. Can end in death, KO or incapacitation.

For fairness let's say that Tails' power and durability are at low 7-B and Luigi power and durability are at 7-B

Who wins?

Depends. Does Luigi get his SMG speed? If so, Luigi easily. Because if not, then another question pops up: is Low 7B close enough to 7B to be effective in a fight? If yes, then Tails. If not, stalemate.

Well according to the attack potency chart, the difference between low 7-B and 7-B is a factor of 6.3. And no Luigi doesn't get his SMG speed, however he does have his intangibility flower, lightning powers and the Poltergust etc. Pretty much all the abilities unique to him

Poltergust gives him the win. Without it, stalemate due to Tails' insane speed advantage.
