Maybe 99%. Then Ash's entire Alola team would need to fight Lucy with literally every move they have PLUS, when push comes to shove, Pikachu can use the ultimate Z-Move 10 million-volt Thunderbolt.

The problem is that said form of Lucy is of unknown tier, so saying how the match would go is... pretty much impossible.
