Lucario stomps. Much stronger, and has comparable, if not greater speed. He literally just needs to launch a homing aura sphere to win.

Yep, giving this to Lucario. Neji is just at a disadvantage in everything.

OK their both massivly hypersonic.
Neji has town level attack power and large bilding to small city level durability

Lucario has the better attack potency and durability. They may be equal in speed but since they are not equal in stamnia it looks like Lucario would win due to holding out longer (higher stamnia, looks like), higher attack potency, and better durability. Plus Lucario's striking strength looks to be 2x stronger than Neji.

Lucario naturally learns Feint. The small durability with kaiten doesn't even matter, since that move strikes through defenses. And with that large building durability, it would obliterate him easy. Not to mention Neji's attacks will do little, if anything to Lucario.
Finally, Lucario's at least Mach 808. MHS is a large category. Not sure if Neji is anywhere near that.

Well yeah but Feint is a pretty weak move.

It really doesn't matter, considering the power of Lucario and the durability of Neji. It could have a base power of .1 and still one shot. The gap between the highest end of High 8-C and the lowest of High 7-C is 9236.5X Even then, BP is a game mechainic.
