Anything that is 5D and has proper evidence is low complex, whether it be a person, object or universe. Dimensions aren't limited to universal spaces, though that mostly depends on the verse in question.

Simple being 5D is not enough, there must he a qualitatively superiority, such as seeing lower worlds as fictional

You can have many dimensional axes but not get you even 4D power, these dimensional axes need to be significantly large, qualitatively superior

If a 5D being is qualitatively superior to even infinite multiverse in a sense that it is larger than the infinite multiverse
but the 5D being is only like the human size in his/her realm.
It will still be tier low 1-C.
as long as the superiority is proven to be qualitative in the wiki's definition it would grant a tier
there are things like hypervolume but at best those only grant unconventional resistance/invulnerability and not tier afaik
