The sum of these infinitely-many universes having total volume comparable to a single one is a feasible enough scenario, I believe. In which case, just containing that with no mention of exceeding its structure in some way is a bit too vague, in my opinion. Since a set can obviously contain something of equal size to itself as a subset.

So, if there's no reliable statement or indication of the Astral Plane exceeding the collective scale of the Deeprealms, then I guess Low 1-C is a no-go.

As far as I'm aware, this sort of thing is only Low 1-C if each individual spacetime continuum is infinite. I don't think just containing an infinite number of timelines is enough to grant that tier. I will have to ask Ultima for confirmation, though.
What do you mean by each individual spacetime continuum is infinite
