Looking for weak in verse description

I wouldn't suggest describing a verse as "weak" in its description:
If I were to take a guess of what counts as a weak one, I guess Verses that cap at Tier 9 or 8, or at least ones that humanity in the Real-world would be able to handle with not much difficulty.
A problem with that though is that firstly, "weakness" is a relative concept, and secondly, hax can very well counterbalance a verse's lack of AP and speed.
Then there are those f*cking verses where 99% of the characters are Tier 7 at best, but somehow they have a Tier 1 cosmology or something that gets barely touched upon.
You get the point.
