Pretty sure lelouch wins with his geass considering he just needs to look at Loki and I don't think its in character of Loki to start of with an illusion.

So, 8-A Lelouch is in his mech, meaning he can't actually Geass Loki without getting out. Lelouch is also kind of an awful pilot iirc, so he's starting out at a decent disadvantage.
