according to this wiki, nami's striking strength is city level. are you guys actually kidding me? so nami has superior physical strength to adult gon? she has superior physical strength to fishman island arc zoro? she can destroy a whole city with one strike? according to this wiki, she can. do you guys not see how ridiculous this is?
 
We usually rate characters based on who they can harm, including scaling from their own durabilities. It is called Attack Potency, rather than Destructive Capacity, for a good reason.
 
^^^^ same way a bullet can pierce a tree and damage it but not actually blow away the whole tree with it.

same reason why Goku in the Cell Saga is solar system level but his feats taken in DC is barely town level
