Captain America: The Winter Soldier is a great movie, one of the greatest in the MCU, while being one of the worse. Let me explain. In isolation, it's a wonderful film, it captures a sense of dread, and it has reasonable stakes, not something on a galactic or universal level, but something that Captain America and a small team could reasonably shut down.
However, as good as it is, the movie makes no sense when you consider that if HYDRA was really that deep into SHIELD, they could have killed Hawkeye, Black Widow, Captain America, Iron Man, and even Thor, but didn't for some reason? They could easily have set it up as a strange set of circumstances or had Winter Soldier 360 no-scope and headshot them before they knew what hit them. Also, Zola's algorithm apparently predicted Doctor Strange, so why not just kill him before he gets access to magic and stuff like that? Maybe that's what Project Insight was supposed to do, but in more dangerous cases, they seriously could have cut out the middleman. Knowing those two things makes HYDRA look like the stupidest organization ever and makes you wonder how they lasted as long as they did.
