I think the 8-B versions of either Will Vandom, Irma Lair, Taranee Cook, Corneila Hale, or Hay Lin might work. They don't scale much lower than him and don't use their hax in character. They aren't to different from each other besides elements so any of them could work

• High 7-CKamen Riders (Iirc, they are 109 KT) like Kamen Rider Ouja
• High 7-C Metal Gears (Iirc, they are 129 KT) like Raiden and Armstrong
• There is a 7-C character in Kaiju No. 8 like Reno Ichikawa (21.9 KT)
• High 7-C characters in OPM like Genos (156 KT)
