Well because it's listed as resisting having his life manipulated (which is pretty much the same except for the fact that life manip is defensive mostly so you can give life, while death is offensive so you can take life).

Life Manipulation (Grim Reapers can reduce the lifespan of people they hit with their scythes, but Thanatos' scythe didn't do such to him)

Thanatos is a top tier Grim Reaper, and even normal grim reapers can 1 shot devils who can live a baseline of 10k years. And a devil is even speculated to be around 50k years old. And still 1 shot, but not on Issei, because you cannot reduce infinity (The idea in verse was, because Issei Spoiler ahead died and was reformed by using the power of The dragon of infinity/infinite and the body of The Dream his life was now part of infinity and therefore couldn't be taken/reduced by the grim reapers).

Well speed blitz may not be the problem here. If it's just think vs punch. Then yes it's fair. But if Liliana has a counter to everything Issei can do it's a stomp.

Liliana can cast some death spells with a mere thought. She can cast stronger death magic with incantations and stuff that actually travel, but her regular death should be sufficient here. She can use the Chain Veil to enhance her powers even more but that won't be necessary. She hates using the Chain Veil so will start off with her weaker death spells, those being the thoughtcastable ones.

I have no real opinion on whether its a stomp or not because I never expected this to be fair. Guess we just know that she's beyond (usable) DxD characters for Low 6-B in that list now

What is Chein Veil though. An ability? Some kind of armor?

Its the thing she wears on her head. Massive magic amplifier, even Bolas is interested in its capabilities. Lets her amplify all her stuff, and she can even erase people from existence when drawing on it. It takes a serious toll on her body, she used it once and had to sleep the rest of the day and using it to damage and tank a hit from Emrakul nearly killed her in itself, but the Chain Veil was what she used momentarily to sever the control that the 4 demons who owned her soul had over her long enough to kill them. (Didn't work on Bolas though)

It's inhabited by spirits, one of which is the Raven Man who might just be Liliana's paranoid delusions, but Raven Man's protected her from stuff she wasn't even aware of before like when Jace Belere tried to sneakily pry around in her mind and got a nasty rebuke for his troubles. The spirits urged her to turn back from fighting Emrakul since the Eldrazi are beyond even their power, but did empower her enough to maintain control over her zombie army in the face of Emrakul's influence and actually damage the titan and not just get completely obliterated by its counterattack.

Keep in mind, Emrakul didn't even register anything else on the plane was happening. When she had a mental conversation with Jace later, she was even confused that people didn't like being warped and mutated by her presence. Liliana managed to affect it enough to get it to give her a dedicated attack, which is why it scales to 4-A.

Yes. He uses woman's **** to boost his own, shrink their size to boost himself, read people's "hearts" (women only), literally phone call through breasts (Pai Phone, you can find it on his profile), and more.

It is actually canonically stated as a point of strength. That he's insanely powerful against female opponents.

Well i guess this is a stomp until either we get some form of feat of Issei resisting death manip (maybe from Nyx (High School DxD)) or until Ajuka Beelzebub gets more feats so i can put Liliana against the fair and balanced Kankara Formula which is totally not stupidly broken.
