Is it considered Real Light in one of the following Criteria if said Light Beam shines down from a light source on a block of ice and it can be reflected/refracted?

Probably. But just following one isn't enough.
1. it comes from an source of light.

2. Light is refracted on the ice.

3. the beam is straight and doesn't curve

What source of light does it come from? Refraction is certainly a good indicator if other supporting facts are with it.

The light comes from a full moon, there light is focused into a beam

It is focused via magic, where it collects the moonlight to shine down on a specific target. So long as there is no object blocking the target

Well as long as it is only focused, not redirected or redistributed, I think it should be OK.
correct, just focused into a beam of light without it going anywhere else. Also, it is to calc something else besides just light speed.
