Yes, but that only applies Post-Prime. The feats we scale currently are Pre-Prime. The only other universal feats are from Speed Sim which affects the Shatterverse anyways.
I know this is finished pretty much but, apparently Nibroc (the dev who said speed sim was canon) apparently clarified later that he meant he thought it canon because SEGA went out of its way to mandate changes to fit with the continuity according to the wiki page on Sonic canon, plus Ian has gone out of his way to call the game non canon a couple times on Bkast. So, maybe someday we should try to find out if this clarification by Nibroc actually exists and grab it.

I did some looking and no such quote about him saying he was mistaken about it being canon exists, in fact he even has quotes saying that his life would be easier if it weren't canon; at most there's quotes on him being confused as to how the **** it's supposed to be canon (cause the devs have not hidden the fact that they don't like that it's canon)
I think the developer who works directly on the game and Sega themselves treating it that way takes priority than Ian Flynn giving out shitty statements on bumblecast, if we used Flynn statements as law then 6D BFR is gone since Chaos Control can only time stop according to him.
On the game's Discord server, Nibroc Sarkaria claimed that Sonic Speed Simulator was considered canon by Sega, meaning the game could not use characters who are dead, non-canon, or part of the classic era (outside of Sonic, Tails, Knuckles, and Amy during special crossover events). However, this statement has yet to be corroborated by Sega or any of the lore team.
Additionally, this statement would be further clarified by Nibroc himself as he later stated from his personal perspective the game is canon due to them changing retcons by Sega's request. This is further the case as Ian also stated the game is not canon on his bumblekast podcast.
Dunno what the Sonic canon page on the wiki is yapping about then.
