What qualifies as a layered ability?

Depends on what you mean by that. If I can take a lucky guess, its when abilities bypasses their respective resistances. Example Soul manipulation, that bypasses multiple levels of increasingly stronger Soul manip resistances. Character a soulhaxes Character b, whose soul hax resistance noselled character c's soul hax, who could bypass character d's soul hax resistance, who could nosell character e's baseline soulhax.

Anything that overpowers a resistance to an ability. If character A resists soulhax, and character B successfully uses soulhax on character A anyways, that's an example of layered soulhax. If character C resists character B's soulhax, they'd have a layered resistance.

Some verses use alternate methods for layers (like Maou Gakuin IIRC).

Hax with layers act as levels that are not easy to obtain

• Character P resist mind control of character X. Such mind control is based on an energy system
• However, character Y can control Character P mind due to the fact that his mental powers have a greater range and complexity
  • character Y mind control has 2 layers
• Character Z has a stronger mind control power than character X, but it is not shown to affect anyone with resistance
  • Character Z possesses mind control more powerful than one layer on an unqualified scale

In short, layers is how much resistance you can affect, not how superior you are to the weaker Hax; Your layer scaling is just powerscaling

Character A may have 10 layers of resistance in his verse. While Character B has 1 layer of resistance in her verse. However, Character A resisted someone who can mind control a planet while Character B resisted someone who can mind control an entire Universe.

It would be erroneous to say that Character A's resistance is stronger than Character B, because Character A has more layers.

Eh, I never liked the notion that more affected equal better, the layers and the potency is what matters more. I rather just argue the more thing for being able to effect more during a fight.

Numbers still matter but the quality of hax is higher than it.
like someone can make the entire world only obedient shouldn't be able to affect someone who can resist total control of one's psyche and can dictate everything they would do. since the one with resistance resisted a far more potent mind hax compared to someone who has range/numbers to affect the entire world
