Goku stayed Dabora was as strong as cell, possibly stronger than him with magic. It's assumed Goku meant regular perfect Cell even tho he sensed SPC's power level and they never call him Super Perfect Cell to begin with. Gohan, in the manga was stated to be at the same level of strength.
So Dabora should be 4-B.

Geekdom 101 made a video about Cell's forms, and their official names are those:
"1st Form Cell" (Self-Explanatory)
"2nd Form Cell" (Same)
"Perfect Cell" ("Kazentai Seru")
"Power-Weighted Perfect Cell" (The Form Cell used when Gohan was overpowering him, so he became a giant at the cost of his speed).
"Super Perfect Cell" is just a fan-made namereferring to his Post-Zenkai Boost self, seing as now he has sparks and his shell is more shining. The closest to a name for this state was used in one of the video games: "PERFECT Cell" (PERFECT Seru).
Honestly, I'd suggest something like "At least High 4-C, likely 4-B" since there is no concrete way to determine if Goku was either referring to Full Power Perfect Cell or to his Post-Zankai Boost self. The only thing we know is that Gohan didn't train, so he's most likely weaker than his SSJ2 Teen self.
As for the "Magic" Argument, Magic in DB mostly has nothing to do with strenght or ki. It's either some unusual ability (Kai-Kai, Portal creation, Dabura's Sword-Creation, etcetera), or outright Durability Negation (Buu's Candy Beam, Dabura's Stone Spit, The Supreme Kai's Magic Seal, Moro's... Everything, really).

Ya he definitely meant the Perfect Cell he and the others faced. Saying Perfect Cell defaults to the default power level of Perfect Cell, not the zenkai (SPC) one. Vegeta clearly says that Gohan was stronger as a kid.

"Super Perfect Cell" is the most recent form of Cell and the only Cell that was even remotely comparable to SSJ2 level. Goku was watching the fight the entire time even after he finished fighting himself and continued watching after he died and Cell zenkai'd. What we're saying about Dabura is the equivalent of someone in the Androids saga giving a statement of a character being stronger than Frieza after the whole Frieza saga fight, but assuming they're referring to 1-50% Frieza rather than 100% because he was in that form longer. Keep in mind Gohan was superior to SP Cell so even with him getting weaker it wouldn't be far fetched for him to be roughly on par with someone on the same level after.

False analogy. Nobody is saying Goku was comparing a held-back Cell or an even weaker form, just his default full power in his best form. Again, with the context that Gohan got weaker and was still able to hold back Dabura leaves no chance of confusion in this scenario.
