Language in vsthreads

It's a really dumb question, but is language equalized in vs threads? I'm asking because here are some characters, like this guy, whose power is heavily dependant on their capabilities to communicate with the opponent and language barriers can basically make them useless. I assume it's equalized for fairness purpose, but I didn't find any rule about this (should we have one?) so I wanted to be sure.
 
What? Where does it say it doesn't work in another language? All of that guy's quirk just relies upon if they reply or not; a reply means mind control. If he says something and the enemy replies with a "what?" in their native language, the quirk still takes effect.
 
would talk no jutsu work on an English speaking enemy as Naruto is by default..Japanese hmmm the questions I ponder at night

That guy was just an example (an probably not the best one), what I meant is that some powers require the opponent to speak with the user, if it's not possible due to language barriers they may be ineffective. In this case if the opponent replies with a "what?" it would work, but imagine a similar power that requires the opponent to give a specific answer to a specific question. What I want to know is if we equalize language to make it work or not.
