Not if Ninetails is one shot by a biju bomb, in which case Ninetails can not hax anyone because he is blown to bits.

As of now your thread has not gone through. So we cannot say that.

And neither can we say that Ninetails will use any of his hax of the bat. Kurama can use more than one Biju bomb btw.

erm....

standard battle assumptions:Character version: The strongest cano version of a character is used, that we have listed. The strongest version being defined as the one with the highest tier; if there are multiple versions with the same tier, then the most recent version.

this is curently a stomp

There is also a thing called common sense. Obviously, it is a High 6-C battle.

Nope Ninetails has no mind control, nice try though.
Taken from Bulbapedia:

Biology

This fox-like, quadruped Pokémon is covered with a thick, luxurious golden-white fur. It has nine, long tails, each tipped with pale orange. There is a fluffy crest atop its head, and a small mane around its neck. Ninetales has gleaming red eyes that are said to give it the ability to control minds. Its ears are pointed, and it has long, slender legs with three-toed paws.

Yes it says that however it has not moves that do any of that and does not even have any actual showing of its mind control.

From Pokedex:

-Ninetales casts a sinister light from its bright red eyes to gain total control over its foe's mind. This Pokémon is said to live for a thousand years.

-The flickering flames it spews from its mouth leave its opponents hypnotized. Then, this extremely intelligent Pokémon attacks.

Means nothing, a Pokemon does not need a move to do everything. There is no move called Causality Loop, yet Dialga can create them. Just a mention is enough.

So ninetales win?
no, most discussions are mind controll (it works by looking in eyes and they are 4 kms away)

confuse ray (doesent mix well whit aoe)

burn (needs to be somewhat close and is nullified by regen)

what...it literally doesnt matter, as long as they're eyes meet.
but why would kurama look at its eyes? it would just fire bijuudama after bijuudama nonstop as he des in character

Cause he needs to track of something as fast him but also much smaller.

If you have a human and a fly moving at the same speed, the fly wil be harder to hit.
