Basically, Kumagawa use instantanously All Fiction to erase the time of his action to move more or less at Infinite speed (since his action = 0 second) to use Bookmaker against him, Bill has no resistance and cannot reacting to him in a speed Equalized match.

Complete control over time completely screws over Kumagawa using it in that manner. It would be just as useful against Bill as it would against Dialga, in that it wouldn't.

Okay two Mistakes:

• It's not really time Manipulation since he Erase his own time, or Bill can use time manipulation against something which has no Time?
• Secondly, How having a perfect control over Time is relevant here? i mean, Kuma erase his time, even if Bill can do shit against that, he can still not react to the Infinite blitz, or Time manipulation allow him to react and move at infinite speed in a speed equalized match-up.

Dialga comparison is bad, Bill isn't a higher-dimensional being that embodies time itself.

Being able to control time doesn't give you resistance to an opponent's time hax.

Unknown because lack of speed feats. Not worth the time or energy for the immeasurable thing because one, the anti-Bill movement is too far and it's not worth getting into an argument over.

@The Causality He used to be immeasurable based on a statement of him saying "humans are sacks of meatbags or something withering under the tyranny of time." The statement was taken out of context to give Bill immeasurable speed when he has never remotely demonstrated this in the show. You can tell he's directly referring to humans aging because he mentions them withering, meaning they become old and die as time passes.

edit: Bill not being type 4 acausal makes no sense, he shouldn't be affected by his own feat of re-wrting the system
