He should be able to with his Timestop, issue being Kratos in character likely not using that power out of his entire arsenal as his first move, especially without knowledge of Acccelerator's ability.

Accelerator on his own has human striking strength. With his Vector Manipulation it is theoretically as high as his strongest attack by syphoning energy from the earth's rotation, he would just punch with that energy instead of throwing it.
