I believe kikyo has this. Being able to keep up with moka, being the same speed and even keeping distance VIA arrows. Kikyo also has gone against demons similar to moka.

Not to mention her aresenal of spells.

Kikyo. Moka has great creation abilities and good feats without powerscaling but Kikyo is sort of a counter to her (Yokai enhanced powers) and also Moka technically classifies as an evil being.
