Hiei high difficulty, mainly due to Black Dragon Wave. Bankai Kenpachi isn't one to think, making him nothing more than living flesh thinking mindlessly.

Hiei takes this one. Kenpachi is on a time limit and hiei doesn't have to exert his body to continue to let out country level attacks. Not to mention when he consumes the dragon it practically doubles his power allowing him to again stay ahead of kenpachi. Better range attacks and the ability to play it safe unlike a beserker kenpachi claims him this victory.

i go with Hiei too, reasons are already pretty much summed up by Ministry of pain 
Hiei can increase strength and speed by absorbing the dragon.

Hiei, especially since he's so good with his fake-outs. If Kenpachi is as big as a brute as this thread implies, Hiei would make Kenpachi think that he's won, like he did to Zeru, Bui, Seryu, or that one guy that Hiei Kenshiro'd.

Hiei: 8ish? (me, cal, yami, crop,form, sin, pain, but uchiha gave a vague answer and zeref didn't clarify anything else)
Kenpachi: 3 (Thorfan, Sotomaru, and Core, but 2 since core just gave a statement with no reason.)
