Hmmm. I’d say Ochako.

I can’t say anything for their skill other than they both have martial arts training. Ochako, however, has a big advantage since she just has to make contact to float Kendo, then outmaneuver her in the air. It becomes very easy when you factor in Kendo’s hands becoming easy targets.

Ochako can also out range with her grappling hooks and attacking Kendo with tons of debris or slamming her into buildings. The only issue she has for this fight is dodging around the Big Fists, which she would eventually figure out.
