Well then, I suppose the list of 'mons who are actually even worth discussing in an actual brawl would be:

Shadow Mewtwo

...oh.

If this is the entire verse and not just actual Pokemon, we can add Dark Matter to that list.

I don't think anybody else has the hax to make up for the raw power difference in a 1v1, here.

They'd probably have more of a chance to use appropriate hax on him and potentially overwhelm him with that while someone like Shadow Mewtwo takes him on in a direct brawl, since otherwise none of the lower tiers would really have a chance to do anything before being destroyed.

Apparently shadow mewtwo isn't very haxxed, considering how his fight with The Ancestor went. Weaker Mewtwos would be able to hax, though.
