Kawaki vs Shoto Todoroki

Flashfreeze Heatwave was put at "Unknown" so I decided to keep it. If it actually goes beyond Town level tier, then I'll restrict that too.
 
That should give enough room for Todoroki, but if that's too much of an advantage for him then I can bump it down to 10
 
Also, Kawaki will be affected by heat + extreme cold + thermal shock.
What Extreme cold exactly? And is dodging not something people do?

Flashfreeze Heatwave: Shoto cools the air around him with his ice powers, then switches to his fire and quickly heats and expands the air around him. This allows him to release an overheated blast.
 
Also remember that the location is in a forest, so Todoroki will probably avoid using huge bursts of fire because of all the trees around it'd give him a disadvantage (blurred vision, breathing in smoke and ash (which is bad for you btw), etc etc)
 
Verse equalization should cover it.
Shoto creates his attacks, Karma can't absorb what has already been in the real world.

Shot can't win against someone who can literally null everything he does.
Shoto's durability and physical strength are way below Kawaki's so in close combat he dies pretty much instantly.
 
Well I was thinking that Shoto could easily spam his abilities or even turn the floor into ice to use as his advantage (though the ice floor could be countered with Kawaki transforming parts of his hands into shoes with traction or ice skates, similarly like he did against Garo).

Also seeing how he has more stamina than Kawaki, it's very possible Shoto could just play the waiting game until Kawaki is too tired. There's also the heat that could tire Kawaki possibly, but Shoto would also have to be careful about the trees around and not to start a fire.

But then Kawaki also has a territorial advantage too. Shoto would have to be careful not to use maximum output on his flames to avoid causing a fire that could hinder him. Kawaki also has shadow clone jutsu to trick Shoto, as well as trees to jump on and run on (though if shoto can just clear the whole forest, turning it to ice, that'd force Kawaki on the ground).

I think it's pretty fair for both parties

Irrelevant, Kawaki will absorb all of it. He can absorb matter as long as it's created, so even solid things like stone and ice can be absorbed.
