SBA location is New York's Central Park, so Todoroki easily stomps since Wolfram lacks any large amount of metal to control.
 
Shoto should win this one.

His heat should be more than enough to melt any metal wrapping Wolfram may try to restrain him up with, and he can avoid his bigger attack with his better mobility. Having actual flight is going to give him far more options compared to what Wolfram can do.

Freezing his metal structures is more than possible, and even if he defends himself with his metal cocoon like he did against All Might and Izuku, he'll find himself still burning or freezing from whatever Shoto decides to unleash on him.

All Might was kind of bullying Wolfram when he got his Plus Ultra moment, and he was a bit weaker than normal due to his time limit. So that boost probably didn't make him all that much stronger than his normal strength.

And going by just the showings in the movie, Shoto can easily reach him. He has no resistance to heat or cold, Shoto only really needs to land one solid hit. Where even if Wolfram land hits on Shoto, he's going to be able to get back up and keep going.

I'm voting Shoto via flight/mobility, heat/cold, along with having ways of boosting his speed to quickly close the distance.

Wolfram is very stationary, once Shoto gets close enough the match quickly goes into his favor.
