Something that came up to me in a versus match with the character but the reasoning for Low 1-C (accepted here) seems exceedingly flimsy.
Here is the summation of the proof for that tiering for anyone curious. But all that can be confirmed is that these worlds each contain an ever-expanding 4-dimensional space, in the form of the towers' upper floors. Nothing confirms these worlds embedding them as objects within their timeline (especially with the recently firmed up standards regarding that) to the degree of it having a second independent temporal axis and we don't even have any elaboration as to the nature of said dimensions.
Unless there's better substantiation for the rating, he'd go down to 2-B via controlling and merging 800,000 parallel worlds with vast 4-dimensional spaces within each of them.
