So let's cut to the chase, we'll start off on the smaller one first.
Infos Analysis andTechniques Mimicry Accelerated Development for all Riders in the series.
In Kamen Rider Zero-One, the average Humagear (android) is able to analyse the things they saw and replicated that with ease. For example in episode three a normal sushi chef Humagear is able to replicated a special techniques from a sushi master by only seeing it once. In another instance, a mass product florist Humagear is able to not only compete but beat a grand master in flower arrangement competition while the man himself is boosted by special tech. This process itself have been called "Learning" by various characters. Learning also apply to combat capabilities too, allowing an outdated Rider to fight against someone that should be over 10x more powerful than them. We already give Reactive Power Level to the Rider because of this process. Learning and self evolving are a core part of the series fighting, and while there hasn't been any instance of a character copying an opponent techniques on the fly, that was mostly due to the fact that there isn't any special techniques during fight for them to copy other than to utilize Progrise Key.
TL;DR Average Humagear can easily analyse and copy special techniques of other, along with enhancing them. Many characters scale far above them in term of combats.
Changes in Keys for every other Riders in Zero-One.
So after the Zero-One revision changed to split his profile into two and made the key into arc instead of form he used, it only make sense that we do the same to other Rider as well. We don't need to split profile into two due to the fact that while there are Riders with different forms, it isn't as crazy and varies as Zero-One.
We'll split their keys into these different arcs.
Keys: (Civilian name) | Metsuboujinrai Arc | Workplace Competition Arc | Hiden Manufacture Arc | Post-Series
Of course there are Riders that are exempt from this or slightly different. Kamen Rider Ark-Zero for example only appear for one arc so he doesn't work the same way as other. And then there's Thouser who only appeared after Workplace Competition arc.
Of course there's some problem about this which mainly concerning about Resistances and the entire Learning abilities set. For example Learning doesn't become a thing until Workplace Competition Arc and resistances to Ark stuff doesn't exist pre-Hiden Manufacture Arc. I think the best way to handle this is to do something along this line.
"All abilities from Civilian Key except X, X, X" for resistances and "Reduce/Lower precognition/RPL/Infos Analysis/Techniques Mimicry" for the whole Learning.

Stealth Mastery: Various equipments on Othoros Vulcan armours which have low observability which allow him to goes on an independent covert operations or sabotage like Othoros Breasts and Othoros Shoulder.
Statistic Amplification and Duplication: Othoros Vulcan can created multiple energy bodies to attack his enemy and dramatically increased his speed.
Electronic Manipulation: via Othoros Border Ears.
Weakness: Due to Japanese Wolf Zetsumerize Key was only supposed to be used by Humagear. Othoros Vulcan put massive strain on, not only the human body, but also at AIMS Shotriser and is able to break down at any moment.
During the event of Zero-One RealXTimes he also wear a ZAIA Spec which boost their thought process to the level of an A.I. so with it as an optional equipment, he would get a self-Perception Manipulation.
And in civilian form, Fuwa should also get a class 25 LS due to being noted as the most physically fitted and unnaturally strong in the series.
Edit: Due to some concern from the other Kamen Rider Supporter, we decide to goes for a more conservative scaling with his Civilian key get a Class 1 LS from him casually ripping out a car door from and toss it aside.

Images and capture data will then be analysed with 16 different analysers to measures the state, compositions, structure, properties etc.etc. of the substances whether organics or not to make the most potent poison via Ark Scorpion Chelicera. With Ark Vision he's able to invaded the electronics devices and networks for more vision. With Ark Scorpion Signal he's able to hear up to 10km along with capture any voice recorders from any electronic devices in range.
Durability Negation, enhanced Poison Manipulation: Can wrap "Destanalyze" around arms and legs in order to inject destructive energy into target and cause the target to break apart from inside and outside.
Abilities granted from the items he created includes.
Thousand Jacker which granted: Data Absorption, Power Absorption, Paralysis Inducement (Same as Kamen Rider Thouser) along with all of its absorbed abilities.
Progrise Hopper Blade grant: Forcefield Creation, Metal Manipulation, Animal Manipulation, Deconstruction, Energy Deflection, Data Rewritten (Same as Kamen Rider Zero-One in Metal Cluster Hopper form)
Statistic Amplification: With Zetsume Driver, just like Zero-One Driver he is able to enhance his Finisher up to 6 stage.

Intelligence upgrade to at least Gifted possibly Genius: While start out as a green horns in both combat and business. He's able to prove himself in both field by matching the skill to the like of Kamen Rider Vulcan and Valkyrie who is a trained soldiers with years of experience and is able to quickly adapted to new abilities he get ans use it to full potential. Would have won against Gai Amatsu/Kamen Rider Thouser in Workplace Competition if not for his underhand tactics. With his enhanced thought process he is able to learn at incredibly fast speed, like learning how to fight, ride vehicle, and many other things in under 5 seconds. Should be comparable to other Humagear who can copies special techniques by only seeing it once.
His civilian form get Class 25 LS due to holding back a Raider which is comparable to his Shining Assault Hopper form. Edit: Due to some concern from other KR Supporter, we decide to goes with the lower end on LS part and have him scale to Fuwa instead due to him holding back Fuwa from destroying her.
Limited High-Mid Regeneration Negation: Cluster Cell was able to momentarily halt Kamen Rider Eden regeneration by having them constantly eating into Eden from inside out. Kamen Rider Eden entire body is made up of Nanomachines.

Can deconstructed both Thousand Jacker and Thousand Driver which have resisted both Cluster Cell and Horobi's poison before, both of which destroy object down to molecular levels.
