So uh, Heimdall will oneshot with any attack that lands on Muteki. And has precognition and telepathy, as well as empathic reading that doesn't need activation to use and can wield Bifrost to create large area explosions. And his Realm Shifts have Uni+ range.

What does Muteki have to handle that?

Invulnerability that make him immune to basically just about anything on 4-D scales, time hax, law hax, plot hax etc.etc. simply doesn't work on him so I doubt any of Heimdall abilities could work Muteki also have instant, instinctive TP as well along with deconstruction on hit plus power null of every abilities his opponent has on touch.

Before someone called NLF, this is Kamen Rider Genm, his strongest form; Genm God LV 1 Billion, have the ability to make new "game" and "game" in Ex-Aid's context is basically new form/powerup, his first game was Cosmic Chronicle, a game that allowed him to manipulated anything in the universe, time, law, physics, events, concepts etc.etc. and his second major game is Mighty Novel X, a plot hax game.

The man himself fully admitted upon confronting Ex-Aid that he simply can't win against Muteki Ex-Aid.

Unless Baldur has a realiable wincon Ex-Aid can goes into Mighty Novel X, the aforementioned Plot Hax abilities, unless he also resist that too and in that case Baldur should stomp via having better stamina.

Baldur have to catch someone who's constantly speed amp, instinctively TPs, can pick up more Energy Items to goes even faster.

Lol no. There are infinite universes and timelines in Kamen Rider that a lot of the heavyweights casually scale to destroying without any issue.

And Ex-Aid is one of said heavy weights primarily because of Muteki and Mighty Novel X.
