Unsure how things goes here (hi there, this is my first time discussing here, though I've been lurking for a while).

That said, for the first part are you referring to Decade being able to use his cards to move in as flight? And if so, is it the first finisher or second finisher that is being referred to? The second can be chalked up to Decade jumping real high while being invisible, but who am I to talk. The second part looks fine.

We get there when we get there, anyways since it's the first finisher, I see no problem with the addition. That said, you should also specify that he can use the application for flight since the clip itself shown him firing Dimension Blast (the gun finisher) as seen on the 0:25 mark.

The sounds are identical when he fire off Dimension Blast as well.

Also, here he's initiating the finisher, and as the laser goes through each cards it gets empower and becomes thicker/brighter (at the tip) each time it goes through one, reminiscent to the one in question in the OP clip.

To reiterate, he could use the finisher as flight using the same application with any of his physical finishers if he wants.

EDIT 1: Since the cards in his kick/sword finisher does the same phasing things as the gun finisher.
