How does a complete featless character get 'At least' tier? Shouldn't it be Unknown, possibly 6A?

Anyway since it's not unknown we have to treat him in battle like others

Kakashi. He's faster, can be intangible for up to five minutes at a time and has attacks that ignore durability.
