We did read the same chapter, you're just misunderstanding what exactly happened in part of it so I'll explain it.
1 through 4 are mostly correct however with numbers 1 and 3 Sojo doesn't really get to use mei for anything that first time and what happened when he was about to was that he surpassed the 10 second cooldown of Mei (not shocking considering the level of evolution him and Chihiro have just shown back to back) and in reaction the masked guy and Ikuto create an improvised railgun using Sojo's lightning not allowing him to use it.
As you said for 4, the arm guy retrieved the sword from Sojo after he was hit by their railgun combo. For 5 however here's where ya get a little muddled again, When Sojo uses mei after they retrieved the sword if you look closely there's a path the lightning is following above where they are and the guy's arm the one who was holding Cloud Gouger had been cut off. No one was paralyzed in using mei that time Sojo completely blitzed everyone there and tore them to shreds. Sojo then exclaims afterwards that his affinity with Cloud Gouger increased thus resulting in the shortening of the interval between usage and that when he activated mei instead of discharging he focused on being cloaked in by it instead, that's how he blitzed those guys and made them seem like statues.
If you caught on by now with the imagery of the panels when he's saying it and just going by what we know about Enten its actually right in our faces, Sojo cloaking himself in mei and getting stronger and faster is the exact equivalent of Chihiro's Nishki technique where he cloaks himself thus accomplishing the same thing.
With that in mind moving onto 7. Sojo doesn't land conveniently at his base, when Chihiro looks up at the moon he seemingly seeing the gansui rocks crashing down to the surface from kilometers in the air off in the distance, we also know that in the fight with Sojo they were taking him to the sea 2 kilometers away from the city and we see they in fact were indeed at the sea when we see the aftermath so from kilometers in the air and away above the sea, sojo while cloaked with Mei simply travelled that distance in an insant appearing in front of Chihiro.
In fact when Chihiro is handing off Char to Mr. Shiba, Sojo is already there hence Chihiro activating Enten and getting ready to fight him looking directly ahead to where we see he is along with them narrating "a few seconds earlier" and cutting to the fight, so in a few seconds Sojo cuts all those guys down at sea and cloaks himself in mei getting there instantly.
Which they get another statement that Chihiro and Sojo's fight is going to only last 12 seconds with it lasting only a moment
TDLR. Sojo increased his affinity with Cloud Gouger reducing his activation time of mei to less than 10 seconds and learns to cloak himself in mei essentially doing the exact same thing Chihiro does with Nishki, getting stronger and faster thus he one shots the kumanabi members and travels at least 2km from the sea instsntly appesring before Chihiro to fight
