He simply reversed gravity with him as the center to levitate himself upward just enough to activate his Stand's evolution, it's why the space shuttle began floating upward too, it was just a weak pull, likely due to the fact he was heavily weakened, but the cast still made note of how they were now falling parallel to the floor and needed to grab one the ground (Except Jotaro who just didn't give a ****).

Basically yeah, he can invert gravity in any direction in a 3mile radius.
