So currently Jogo is scaled to his meteor move which is clearly above his normal attacks. Unlike all his normal attacks Sukuna implies this move can actually harm him (plus we know several characters have techniques of variable power). With that said I think 7B should only scale to Sukuna, Gojo and Jogo with the meteor of course. Jogo and other Special Grades like Hanami should downscale.

The other issue is that Jogo's Meteor Calculation assumes it to be an actual meteor when in fact he created it on Earth and set it on fire. It's in scopes of his abilities.
