JESSE STOP SHANKING ME

Given Walter literally has bombs all over, he just needs to flee and close the door behind him to win, Hop votes Walter.
Jesse has a higher on screen kill count but he doesn't like to take lives. He prefers to flee unlike Walter.
Hank is a hardened cop and would literally solo but he'd have to be slightly out of character (or late in the series) in order to do more to Walt/Jesse other than incap them (he'd take them in most likely)
While they could get a few lines out each, if it came down to "its my life or yours" Walter is taking lives without hesitation. Hank wouldn't want to without being able to defend himself in court, Jesse is too soft but even if he does get Hank, he doesn't hate Walter until the tail end of the show. Like, truly hate him to the point of wanting him dead, and even then, he spares Walt. Walter by far given the setup. He knows the lab better too.

Not really Jesse has killed like 5 guys meanwhile walt has killed 15 (17 if you include Gus and hector) people I am only counting direct kills if we were to count indirect kills Walt's number's will be a hell lot higher

By kill count, Hop meant intentional and planned deaths, or ones where they made the choice to. We can't count things like OD'ing on the meth, or not preventing the deaths of others. Yes, Hop forgot to count the end of Breaking Bad where Walter made the minigun trap. However, we're assuming this VS thread is Walt during a part of the series where Hank and Jesse are both alive and able to be in the Lab, which should be Season 4. A long time before Walt gets that kill count.
