Two blue haired characters with tattoos on some part of their body, who have been manipulated by someone for their own personal and selfish goals, only for them to get out and be accepted by a rag tag group of misfits. Duke it out to see who's the better version of each other. Low 7-B versions are used, and speed is equalized.

I'm going to vote for Jellal, as he bears attack reflection via magic staves in addition to the ability to cause people to vanish (Dark Vanish).
 
Jellal doesn't have staves at this point, also I don't recall him using that ability very often in the series.
 
Hm, then it depends on how powerful Maya's AP is. She can probably cast a bubble around Jellal and proceed to demolish him with firearms if it's strong enough. On the other hand, Jellal has dark cage and bind snake to restrict movements, so Jellal has an advantage there. Jellal also appears to have a ranged advantage, so I'll just give this to Jellal via range and better versions of Maya's abilities.

I don't have much knowledge on either character either, unfortunately.
 
And that her phase lock ability can do what Dark cage and bind snake does but much faster, the latter spell for Jellal requires prep time to activate.
 
Anyway, Maya wins for the following.

-Phaselick is pretty much guaranteed to be her first move as she pretty much spams the everloving shit out of it for the lolz at pretty much any random encounter even against fodders.

-Phaselock itself is a combination of Fire, Electricty, Corrosive and Slag elements all jumbled into a single move, once she's done hitting him with Phaselock she can do the following

-Burn his flesh with a fire weapon

-Just shoot him in the head with a shotgun (Sandhawk Bee :p)

-Use an Amo shield to increase her damage

Etc.

She has access to dozens of different weapons, is vastly more versatile, arguably just as skilled due to fighting multiple opponents around her level for years by the end of Borderlands. And she phaselocks almost instantly in character.

The reasons for jellal has been debunked. He doesn't have staves, rarely uses dark mind, and his paralysis spells aren't on Maya's level of effectiveness.
