I'd expect that it's similar enough that unless there's some very specific mechanism given for the resistance, that the resistance would still work.
Anyways I think this is a matter of what other people agree to since both of our options are valid so

So instead of making his speed that of a fit person they make him hypersonic?
As I said, it sounds like quite a few other alterations would occur when creating a cybernetic replica of someone. (Also, fictional representations of real people can have wildly different stats and abilities from their IRL counterparts, this is going an extra step away from that.)
and I fail to see how it's an anti feat when this is an explicit feat without Nenpo
Because we don't know that Nenpo makes characters faster. So we just have a fast speed feat, and a slow speed feat (that is a near-limit); which sounds like an anti-feat to me.
Also how is speed not relevant to fighting strength
Because strength =/= speed.
