Yep exactly. I'm not sure how skilled Carol is but Isshiki can fight on even fields with Naruto and Otsutsuki have been shown to generally have millenia of combat experience so good that it can turn a match between an unskilled fodder and a trained martial artist into a skill stomp for the fodder.

Isshiki can also shrink both himself and all of Carol's long range attacks with a single glance and then release them back at her. Worst case scenario he can BFR her to a timestop dimension.
