Issei does have memory manipulation resistance. In vol 1 Raynare casually erased memories about her including digital data such as images in a phone but Rias and her Peerage weren't affected. Since Raynare had met Issei's friends and lot of people during their fake date the amount of people whose memories got erased should be around 30-40.
