I'm wondering why Brandish isn't island level when she was shown to turn an island into an even larger structure, then turning it into a stepping stone, and her mass-altering power works both ways. She could get a small rock off the ground, throw it and turn into an island-size rock. With her physical strenght, she could throw such rocks and turn them into meteors. Even assuming this island is tiny and bordering on mountain level, she made it multiplie times bigger before shrinking it, so it should account for more than mountain level?
To further support this argument, other Fairy Tail characters have shown to have island level range. Irene, a stronger Spriggan 12 was able to reshape a country. Brandish is weaker than Irene but not leagues below her. Much earlier in the series, Makarov was going to cover an island with his Fairy Law. Brandish is stronger than Makarov (Gray has seen Makarov go all out multiple times). The range of Brandish's mass-altering magic being Island level is consistent with other showings.
