Is this enough for higher dimensional existence

Considering how much it compares the world they are in and many others as mere tales and books, I can see them getting low 1C.

Well the dude seems to be inside said book and honestly it could be more of them containing the universes rather than being beyond them.

Do they need physical forms or avatars to enter the tales?

This chapter is pretty much their only proper appearance and introduction before this it's mostly just Cameos and such. The second page does mention that their purpose is to take the recorded tales into the library of the great beyond and in page 5 it's stated to the lurking eyes the world is nothing more than a book in their library shelves
 
Hmm, well it can still be a contained or administrative situation, but it also does sound Like a reality fiction gap, so I'll be neutral and lean towards agree
 
Considering they keep the entire tales from start to finish as "books" in the library, I would say it's an infinite transcendence since they are trivialising the time of the worlds and perceiving the timeline as its entirety in a single object
