Is switching keys allowed in a match up and ......... something?

What prompted this question which is and isn't entirely accurate. Tl;Dr for the thread, Musashi has two keys, one for him not trying and another for him trying, listed as base and Full Power respectively. Base is being used for the match up but as FP is in the same tier, the question of can you switch keys as part of the match up be allowed? Personally, I have no issue with it as he is still the same tier, just higher up in it.

The more contentious part of this is the fact that it is him trying harder that "amps" him and his speed gets an increase as well from what I have been told. How would this interact with speed equal as it is supposed to be the character's initial speed which is equalised but he is apparently this fast already but is simply not using the speed. Not sure how this works.

I think we moved past this (not answered or anything) but figured I would get an answer for it anyway.
 
So, through essentially Empowerment, a character can get stronger in a match via a method that doesn't increase their tier?

I'm questioning why that would result in a split tier in itself, rather than just being considered something like empowerment or statistics amplification, but if it doesn't increase their tier I think it's alright?
