Is Mr. Satan (Dragon Ball Heroes) the weakest 2-B?

Like serously, is there a 2-B that's weaker than him (in sence of hacks).

How is he the weakest 2-B? He's a serious, legitimate challenge for Xeno Vegeta and Xeno Goku and is still a serious threat even when a group of people around Xeno Vegeta and Xeno Goku's level is challenging him.

Xeno Goku in base is equal to Makyouka Demigra who was going to destroy the entire Dragon Ball Multiverse; which includes every possible Timeline that could exist.

Literally every 2-B that scales to Demigra is the strongest degree of 2-B possible via feats, which Mr.Satan certainly scales to.
