Basically, if a character can manipulate the concept of something that is already accepted as a concept, would we even accept that? Would it grant a higher degree of CM, or something else?

Idk, just feels like something this wiki wouldn't accept. I'm still curious about what it'd grant if someone could manipulate a concept of concepts, though. Just a higher degree of CM?

The concept of all concepts should be the same as scaling to all concepts

Yes it is possible to have such a thing. Something like that exists in Ergenverse with the Dao of Samsara/Reincarnation, which encompasses all other Daos, including stuff like true and false, beginning and ending, cause and effect etc. As for what it grants, maybe a higher degree of conceptual manipulation but really I can't think of anything else for it.

Thank you. One last question, if someone can manipulate a concept of concepts, does it stand to reason that they could manipulate every "lower" concept? Only for concepts that are known to exist, ofc.

That's the only assumption, we go for the safer option and assume only concepts that are known to exist.
Likewise, if this is a god tier, and he created everything including the concept of concepts, then it is a safe assumption that he also could manipulate other concepts.
