Is it possible to blitz someone with just reactions that has nothing to do with combat speed?

I've been seeing that people still says the character can blitz even with only reactions and not in combat speed, and I'm wondering is that actually possible? Since it didn't make sense to me.

To quote the speed page

Reaction speed is the speed at which a character can react to an event or action. This usually only grants a short movement upon reaction, whereas several movements at the same speed switch it to combat speed.

Reactions would be one action while combat speed would be several. Someone can move far faster in a single burst but can't sustain it enough for it to be combat speed

Basically, someone that side steps faster than you can see or tackles you like that, instead of throwing several punchs and kicks
